Light Rail Transit Line 1, or LRT-1, plays an indispensable role in the daily lives of Manila’s commuters, connecting key urban and commercial hubs across the metropolis. With a ridership of about 400,000 passengers daily, it alleviates traffic congestion, reduces travel times and offers an affordable and environmentally friendly alternative to road transport.
While LRT-1 began operations on 1 December 1984, Light Rail Manila Corporation (LRMC) took over operations and maintenance in September 2015 through a 32-year concession agreement with the Department of Transportation and the Light Rail Transit Authority.
Since then, LRMC has been led by various leaders, the latest of whom is Enrico Benipayo, who took over as President and CEO of LRMC on 1 November 2024. A seasoned rail industry veteran with over 35 years of experience, he previously served as LRMC’s General Manager and COO, making him an ideal choice for the role.
“One of the main problems we have in Manila is the heavy traffic and our trains provide a faster, safer and a more convenient alternative,” Benipayo tells The CEO Magazine.
“That’s why we don’t consider ourselves primarily in the business of transportation. Instead, we are working on a larger scale to try and improve the lives of people by giving precious time back to our passengers.
“Imagine if you travel 26 kilometers from Dr. Santos to Fernando Poe Jr. Station using other modes of transport, you should be ready to spend at least a couple of hours on your journey. Using our trains, you cut your travel time in half, giving you back an hour of your life to spend on more important and meaningful things.”
As South-East Asia’s oldest light rail transit system, LRT-1 continues to evolve, integrating new technologies and expanding its reach to meet the growing demands of the city’s bustling population.

One of the biggest advancements has been the recent launch of the highly anticipated LRT-1 Cavite Extension Phase 1, which includes five new stations along six kilometers of new track. All the new stations have been designed with accessibility in mind, featuring elevators, escalators and tactile guides to cater to the needs of persons with special needs.
“When the LRT-1 Cavite Extension launched, I saw a few people practically in tears because they had been spending two-to-three hours traveling from one point to another,” Benipayo says.
“Now that they’re able to access faster transportation, they really appreciate it. If an individual is happy and the community is happy, we hope this positivity will help support us with our future initiatives.”
Staying on track
Like many companies, LRMC was hit hard by the effects of the COVID-19 pandemic, which forced the company to find ways to restore the viability of LRT-1.
“The legacy of the pandemic forced us to look at ways to be more efficient, doing more with less,” Benipayo explains. “As a result, LRMC leverages technology and innovation to be at the forefront of providing a safe, fast, reliable and convenient service to the riding public.”
This is especially important for LRMC as it has the oldest fleet of trains and carriages in Manila. As a result, LRMC strives to be at the forefront of providing safe, quality and reliable train services to the riding public through technology innovation.
Examples of this include a new system that allows LRMC to create an optimized train timetable taking into consideration the transport demand for specific hours of the day, enabling LRMC to define the most efficient service schedules for its train drivers. The result is a more responsive, comfortable and convenient train service for its passengers.
LRMC has officially achieved a major fleet modernization milestone by completing the acceptance of all fourth-generation train sets from the Philippine government. These state-of-the-art light rail vehicles are now fully integrated into the main line, significantly boosting the system’s capacity and providing passengers with a more comfortable commuting experience.
LRMC also introduced solutions to improve maintenance and help ensure that the operational life of assets is extended for as long as possible.
“One solution that we’re particularly proud of is what we call the automatic train operations management system,” Benipayo says.
“We developed this in-house, and it tells us what’s happening on the line in terms of crowdedness inside trains and their punctuality. With this system, we know exactly what actions to take to resolve issues ensuring that we meet our contractual and operational KPIs and more importantly, sustain the high level of passenger experience.”
Looking ahead, LRMC remains steadfast in its commitment to progress as it works hand in hand with the government partners. They are currently focused on the vital task of securing the right-of-way; once these areas are successfully turned over, LRMC stands ready to immediately commence construction of the extended system.
“We are actively in discussion with government to address all technical and commercial concerns to allow immediate commencement of construction works,” he says.
“This is not a simple matter, so we’re engaging our partners to find a way forward. Once resolved, then I think it’s full speed ahead.”
Once the entire Cavite Extension project is complete, LRT-1 is expected to have 29 stations connecting major cities including Quezon City, Caloocan, Manila, Pasay and Paranaque, all the way to Bacoor, Cavite, serving an estimated 800,000 passengers per day.

Aside from the LRT-1 Cavite Extension project, LRMC is now geared toward the formal takeover of the construction of the Unified Grand Central Station (UGCS) in Quezon City. The UGCS, often referred to as the ‘Common Station’, is designed to be the ultimate nexus of Metro Manila’s rail network, creating a seamless interchange between the LRT-1, MRT-3 and the soon-to-be-opened MRT-7.
For commuters, the completion of the UGCS under LRMC’s stewardship promises a significant change in daily travel. They will benefit from shorter travel times, enhanced safety features and a more comfortable, integrated environment that reflects LRMC’s commitment to service excellence.
Supporting commuters
Alongside its plans to extend LRT-1, LRMC regularly organizes a wide range of initiatives to support passengers.
One of these is the intermodal facility at LRT-1 Dr. Santos Station, the southern terminus of the Cavite Extension Phase 1. This project is designed to bridge the gap in ‘last-mile’ connectivity, providing passengers with quick and direct access to various modes of public transportation immediately upon exiting the train station. This reduces transfer times and enhances the overall passenger experience, ensuring a seamless and convenient transition for commuters heading to their end destinations in the south.
In an innovative effort to transform the daily commute into an educational journey, LRMC launched KasakaySayan, a project whose name cleverly blends the Filipino words kasaysayan (history) and sakay (ride). This initiative features station-specific historical trivia broadcast through the train’s public announcement system, seamlessly triggered by the onboard signaling technology as the train approaches each stop.
By turning the LRT-1 into a ‘moving history field trip’, LRMC aims to bring local heritage closer to the public, enriching the passenger experience with bite-size insights into the cultural significance of the landmarks and districts passing by their windows.

Beyond providing efficient transit, LRMC actively fosters a deeper connection to the city’s soul by positioning the LRT-1 as a gateway to Manila’s rich heritage and lifestyle.
Since launching in March 2023, the rail operator’s partnership with Renacimiento Manila for monthly guided heritage tours has seen remarkable success, engaging a vast number of participants who are eager to rediscover the capital’s historic heart. This initiative remains in full swing today, continually drawing crowds of locals and tourists alike to explore iconic landmarks situated just steps away from the stations.
